“In order to ensure that the tasks and responsibilities entrusted can be effectively managed, it is important for Malaysian Armed Forces (MAF) to have the appropriate level of readiness for its assets. We need assets to always be at the highest level of readiness so that our capabilities can be demonstrated at all times, while highlighting these capabilities whether in training, operations or mobilization. “

“To be a good soldier, it is important for us to focus on the development of values that embody spiritual strength, courage and team spirit. It is this intangible factor that will make us a beloved Force. In line with the best administrative management requirements, the Malaysian Armed Forces will continue to be identified through audit, inspection and evaluation. “

“In addition, recognition will continue to be given to all parties who show outstanding and commendable achievements. We also need to strengthen and improve internal controls to prevent corruption and overcome management weaknesses, bureaucracy, corruption and abuse of power.

It is also hoped that this will improve our services more effectively and efficiently. “

“Today’s world is booming around the global landscape in the era of Industry 4.0 & the speed of 5G information. In fact, Industry 4.0 has been the driving force behind the rapid development of cyber domain infrastructure such as cloud technologies, big data handling & industrial internet of things or systems of systems.”

“To be competitive in this knowledge-based economy requires strong connectivity and cyber domain control to ensure that national interest activities can be carried out without interruptions from any threats. Therefore, it is natural for the MAF, as a pillar of national sovereignty & defence, to strengthen the cyber domain to ensure that the country’s interests are always protected.

“2020 is a very important year for us. This year requires us to prepare and co-ordinate all relevant doctrines and documents in line with the Defence White Paper (DWP) especially the National Military Strategy (NMS) & the 4th Dimension Malaysian Armed Forces Development Plan or 4D MAF. We need to take this opportunity in order not to be left behind in defence developments and capability upgrade. For that, the capability plan for the three Services; i.e the ARMY For Next Generation or Army 4 Next G, RMN’s 15 to 5 Plan and the Capability Planning 2055 or #CAP55 for the RMAF should be coordinated by their respective services. “

“Naturally, the DWP is the catalyst and driver of all MAF activities from acquisitions, development, training & operations. Therefore, a comprehensive review needs to be carried out in accordance with existing policies & plans for the DWP to be a catalyst for achieving MAF capabilities goals.”

TERAS 1: MEMPERKASAKAN KESIAGAAN ASET ANGKATAN TENTERA MALAYSIA

“Demi menentukan tugas dan tanggungjawab yang diamanahkan dapat digalas dengan berkesan, amat penting bagi ATM mempunyai tahap kesiagaan aset yang bersesuaian. Kita memerlukan aset yang sentiasa berada pada tahap kesiagaan tertinggi agar keupayaan kita dapat dipamerkan setiap masa, di samping menonjolkan keupayaan ini sama ada semasa latihan, kesiagaan bertindak mahu pun keupayaan mobilisasi.”

TERAS 2: MEMPERKASA WARGA ANGKATAN TENTERA MALAYSIA YANG CEMERLANG

“Untuk menjadi warga yang cemerlang adalah penting bagi kita menumpukan kepada pembangunan nilai-nilai murni yang bersendikan kekuatan kerohanian, keberanian dan semangat berpasukan.
Faktor intangible inilah yang akan menjadikan kita sebagai angkatan yang disegani. Selaras dengan keperluan pengurusan tadbir urus yang terbaik, pemerkasaan Angkatan Tentera Malaysia akan terus dikenal pasti melalui audit, pemeriksaan dan penilaian.”

“Di samping itu, pengiktirafan akan terus diberi kepada semua pihak yang menunjukkan pencapaian yang cemerlang dan terpuji. Kita juga perlu memantapkan dan meningkatkan kawalan dalaman bagi mencegah perlakuan rasuah dan mengatasi kelemahan pengurusan, karenah birokrasi, penyelewengan dan salah guna kuasa. Langkah ini juga diharap akan meningkatkan sistem penyampaian perkhidmatan dengan lebih efektif dan efisien.”

TERAS 3: MENGUKUHKAN KEUPAYAAN ATM DALAM DOMAIN SIBER

“Dunia hari ini sedang rancak membincangkan landskap global di dalam era Industri 4.0 & kepantasan maklumat medium 5G. Pada dasarnya, Industri 4.0 menjadi pemacu di belakang kepesatan pembangunan infrastruktur domain siber seperti cloud technologies, big data handling & industrial internet of things atau system of systems.”

“Untuk menjadi berdaya saing di dalam knowledge based economy ini memerlukan connectivity yang kukuh serta penguasaan domain siber bagi menentukan aktiviti kepentingan negara dapat dilaksanakan tanpa sebarang gangguan daripada sebarang ancaman. Oleh demikian, adalah wajar ATM sebagai tonggak kedaulatan & benteng pertahanan negara mengukuhkan penguasaan domain siber demi menentukan kepentingan negara sentiasa terpelihara.” Jeneral Tan Sri Dato’ Sri Haji Affendi bin Buang TUDM, Panglima Angkatan Tentera.

TERAS 4: MENTERJEMAHKAN KERTAS PUTIH PERTAHANAN

“Tahun 2020 merupakan tahun yang amat penting bagi kita. Tahun ini memerlukan kita membuat segala persiapan & menyelaraskan segala doktrin & dokumen yang berkaitan agar ia selari dengan Kertas Putih Pertahanan (KPP) terutamanya Strategi Ketenteraan Negara (SKN) & Pelan Pembangunan 4th Dimension Malaysian Armed Forces atau 4D MAF. Kita perlu mengambil kesempatan ini agar tidak ketinggalan dalam pembangunan pertahanan serta peningkatan keupayaan. Untuk itu, pelan keupayaan ketiga-tiga perkhidmatan ATM yang lain iaitu Pelan ARMY For Next Generation atau Army 4 Next G, Pelan TLDM 15 to 5 atau RMN 15 to 5 & Perancangan Capability 2055 atau #CAP55 bagi TUDM perlu diselaraskan oleh perkhidmatan masing-masing.”

“Sewajarnya, KPP menjadi pemangkin dan pemandu kepada segenap aktiviti ATM daripada perolehan, pembangunan, latihan & operasi. Seiring dengan itu, kajian yang menyeluruh perlu dilaksanakan sewajarnya kepada polisi & pelan sedia ada agar KPP dapat dijadikan pemangkin untuk mencapai matlamat pembangunan keupayaan ATM.”
