Press Release of Search and Rescue Operations for KRI Nanggala by MV Mega Bakti

22 April 2021 Kuala Lumpur-YB Dato’ Sri Ismail Sabri Yaakob, Minister of Defence contacted Prabowo Subianto, Minister of Defence Republic of Indonesia on 22 April 2021 to express his sympathy to all members of the Indonesian Navy (TNI-AL), the Ministry of Defence of the Republic of Indonesia and the people of Indonesia on the incident that occurred on the KRI NANGGALA submarine (type 209 SSK).

The TNI-AL submarine was reported missing on 21 April 2021 at 10.37 am in the waters of Bali Island. The submarine carrying the 53 crew has failed to be contacted starting 21 April 2021 at 4 am.

During the telephone conversation, YB Dato’ Sri Ismail Sabri informed that as a friendly country, Malaysia through the Royal Malaysian Navy (RMN) has arranged the movement of the RMN submarine rescue ship MV Mega Bakti on 22 April 2021 at 7 am for search and rescue (SAR) operation for KRI NANGGALA.

In addition, the RMN will hold prayers and pray for the safety of the crew and for the submarine to be found immediately. The SAR operation involved 54 crews consisting of seven officers and members of the RMN and three MAF medical officers and staff, as well as 44 crew of MV Mega Bakti.

The operation is led by Commander Mohd Hairul Fahmy bin Yob RMN as the Rescue Force Coordinator (CRF). MV Mega Bakti has sailed from the Operations Jetty of the Submarine Command Headquarters, Teluk Sepanggar, Kota Kinabalu, Sabah and is expected to reach the SAR location on 25 April 2021 at 3 pm.

MV Mega Bakti is a TLDM charter vessel that has the primary capability to perform SAR on submarines. This SAR operation is the second involving MV Mega Bakti after being involved in the search for MH370 which was reported missing in the Indian Ocean in 2014.

The SAR capabilities and equipment available on the MV Mega Bakti include:

a. Distress Submarine Ventilation Depressurrized System (1) Compressed Air Generation (CAM). (2) Process Control Module (PCM). (3) Submarine Link Module (SLM).
b. GPS Intelligent Buoy (GIB) System – Localization of Pinger.
c. Intervention Remotely Operated Vehicle (IROV) with LARS operating Depth 650m.
d. ELSS Pod.
e. 2x 6 men Dive Decompression Chamber (DDC).

The Ministry of Defence through RMN is fully committed to this SAR Operation and the availability of RMN proves that any of its assets can be mobilized in all aspects of operations in a short time.

Apart from emphasizing the Defense Diplomacy approach, this SAR operation also demonstrates the RMN’s commitment to the international community regarding the duties and responsibilities of submarine operators in the world.


SIARAN AKHBAR OPERASI CARILAMAT KRI NANGGALA OLEH MV MEGA BAKTI

22 April 2021 Kuala Lumpur – YB Dato’ Sri Ismail Sabri Yaakob, Menteri Pertahanan telah menghubungi Prabowo Subianto, Menteri Pertahanan Republik Indonesia pada 22 April 2021 bagi melahirkan rasa simpati kepada seluruh warga Tentara Nasional Indonesia-Angkatan Laut (TNI-AL), Tentara Nasional Indonesia (TNI), Kementerian Pertahanan Republik Indonesia serta rakyat Indonesia di atas kejadian yang berlaku ke atas kapal selam KRI NANGGALA (type 209 SSK).

Kapal selam TNI-AL tersebut dilaporkan hilang pada 21 April 2021 jam 10.37 pagi di perairan Pulau Bali. Kapal selam yang membawa 53 kru tersebut telah gagal dihubungi bermula pada 21 April 2021 jam 4 pagi.

Semasa perbualan telefon tersebut, YB Dato’ Sri Ismail Sabri telah memaklumkan bahawa sebagai negara sahabat, Malaysia melalui Tentera Laut Diraja Malaysia (TLDM) telah mengatur gerak kapal penyelamat kapal selam TLDM iaitu MV Mega Bakti pada 22 April 2021 jam 7 pagi bagi operasi mencari dan menyelamat (SAR) KRI NANGGALA.

Selain itu, pihak TLDM akan mengadakan solat hajat dan memanjatkan doa ke atas keselamatan anak-anak kapal dan agar kapal selam tersebut segera ditemui. Operasi SAR ini melibatkan 54 kru yang terdiri dari tujuh pegawai dan anggota TLDM dan tiga pegawai dan staf perubatan ATM, serta 44 kru MV Mega Bakti.

Operasi ini diketuai oleh Komander Mohd Hairul Fahmy bin Yob TLDM selaku Coordinator Rescue Force (CRF). MV Mega Bakti telah belayar dari Jeti Operasi Markas Pemerintahan Kapal Selam, Teluk Sepanggar, Kota Kinabalu, Sabah dan dijangka sampai ke lokasi SAR pada 25 April 2021 jam 3 petang.

MV Mega Bakti adalah kapal sewaan TLDM yang mempunyai keupayaan utama untuk melaksanakan SAR ke atas kapal selam. Operasi SAR ini adalah yang kedua melibatkan MV Mega Bakti selepas terlibat dalam pencarian MH370 yang dilaporkan hilang di Lautan Hindi pada tahun 2014.

Keupayaan dan peralatan SAR yang terdapat di atas MV Mega Bakti merangkumi:

a. Distress Submarine Ventilation Depressurrized System (1) Compressed Air Generation (CAM). (2) Process Control Module (PCM). (3) Submarine Link Module (SLM).

b. GPS Intelligent Buoy (GIB) System – Localisation of Pinger.

c. Intervention Remotely Operated Vehicle (IROV) with LARS operating Depth 650m.

Kementerian Pertahanan melalui TLDM memberi sepenuh komitmen ke atas Operasi SAR ini dan ketersediaan TLDM membuktikan sebarang asetnya boleh diatur gerak dalam semua aspek pengoperasian dalam masa yang singkat.

Selain menekankan pendekatan Diplomasi Pertahanan, Operasi SAR ini juga menunjukkan komitmen TLDM kepada komuniti antarabangsa berkaitan tugas dan tanggungjawab negara pengendali kapal selam di dunia.
