Territorial Integrity is National Security Agenda – Abu Bakar Maritime Base Security & Sovereignty 12th September 202112th September 2021 Director-General, National Security Council (NSC) Datuk Haji Rodzi bin Md. Saad: – To ensure the integrity of the territory is at its best, the front line of national defence must always be in a state of readiness to face any eventuality, especially in strategic areas. Among the strategic areas of focus for the country is Abu Bakar Maritime Base (ABMB) in Middle Rocks, Johor. ABMB’s role is to assert the rights of national sovereignty as well as control the security of national waters. ABMB is also the marine scientific research center of Universiti Kebangsaan Malaysia (UKM). ABMB, which is placed under the responsibility of Tanjung Sedili Maritime Zone (MZ), was inaugurated by DYMM Sultan Ibrahim Almarhum Sultan Iskandar, Sultan of Johor on 1 August 2017 and now has various facilities to ensure a conducive environment for national security forces. Therefore, I have made a visit today (11 September, 2021) to personally review the security situation as well as see the level of readiness of the front line in defending national security and sovereignty. Earlier, I received a briefing from Captain Shaiful Fadhli bin Ismail, Commanding Officer of KD Sultan Ismail regarding the security area of Op Benteng Laut Sector 8 under the Area of Responsibility (KTJ) of the relevant parties before boarding a flight using a PDRM helicopter to ABMB in Middle Rocks. My visit to ABMB was also attended by Major General Dato’ Tengku Muhamad Fauzi bin Tengku Ibrahim, Commander of 3 Division, Dato’ Hj Azmi Haji Alias, Johor MACC Deputy Director, ACP Anuar bin Bidin, Johor State Special Branch Deputy Chief, First Admiral (Maritime) Nurul Hizam bin Zakaria, Johor State MMEA Director and Encik Mohd Tarmizi bin Dan, Johor State Security Director. While at ABMB, I was briefed on the overall operation of ABMB by ABMB Chief Post (CP) namely Maritime Lieutenant Commander Adzizul bin Latif, Maritime Commander Mohd Najib bin Sam on the Current Maritime Security Situation and SWASLA Development Project Briefing at ABMB for NSC by Maritime Lieutenant Khairul Nizam bin Akhirrudin. I have gained a full picture of the operation of ABMB which includes issues and challenges including human resource and asset constraints which are very important in ensuring that operations can be conducted optimally. In addition, the requirement for maintenance and repair of existing equipment and welfare of personnel are improved so that the operations and surveillance over national maritime sovereignty can be optimised based in the latest threats. Overall, I am very satisfied with this visit and will take follow-up action through joint coordination between departments as well as the involvement of NSC, JPM itself to refine some things in helping to strengthen the operation of ABMB. Thank you to all strategic partners such as RMN, especially KD Sultan Ismail, MAF, PDRM and MMEA for making the visit to ABMB a success this time. KEUTUHAN DAN INTEGRITI WILAYAH MENJADI AGENDA KESELAMATAN NEGARA – ABU BAKAR MARITIME BASE Bagi memastikan integriti wilayah berada dalam tahap terbaik, barisan hadapan pertahanan negara perlu sentiasa dalam keadaan siapsiaga menghadapi sebarang kemungkinan terutama di kawasan strategik. Antara kawasan strategik yang menjadi fokus negara adalah Abu Bakar Maritime Base (ABMB) di Batuan Tengah, Johor. ABMB berperanan untuk menzahirkan hak kedaulatan negara disamping mengawal keselamatan perairan negara. ABMB juga merupakan pusat kajian saintifik marin Universiti Kebangsaan Malaysia (UKM). ABMB yang diletakkan dibawah tanggungjawab Zon Maritim (ZM) Tanjung Sedili telah dirasmikan oleh DYMM Sultan Ibrahim Almarhum Sultan Iskandar, Sultan Johor pada 1 Ogos 2017 dan kini mempunyai pelbagai fasiliti bagi menjamin persekitaran yang kondusif untuk pasukan keselamatan negara. Justeru, saya telah mengadakan lawatan pada hari ini (11 September 2021) untuk meninjau sendiri keadaan keselamatan disamping melihat tahap kesiapsiagaan barisan hadapan dalam mempertahankan keselamatan dan kedaulatan negara. Terdahulu saya menerima taklimat daripada Kepten Shaiful Fadhli bin Ismail, Pegawai Memerintah KD Sultan Ismail berhubung kawasan keselamatan Op Benteng Laut Sektor 8 di bawah Kawasan Tanggungjawab (KTJ) pihak yang berkenaan sebelum menaiki penerbangan menggunakan helikopter PDRM ke ABMB di Batuan Tengah. Lawatan saya ke ABMB turut dihadiri oleh Mejar Jeneral Dato’ Tengku Muhamad Fauzi bin Tengku Ibrahim, Panglima 3 Divisyen, Dato’ Hj Azmi Haji Alias, Timbalan Pengarah SPRM Johor, ACP Anuar bin Bidin, Timbalan Ketua Cawangan Khas Negeri Johor, Laksamana Pertama (Maritim) Nurul Hizam bin Zakaria, Pengarah APMM Negeri Johor dan Encik Mohd Tarmizi bin Dan, Pengarah Keselamatan Negeri Johor. Semasa di ABMB pula saya telah diberikan penerangan mengenai pengoperasian menyeluruh ABMB oleh Chief Post (CP) ABMB iaitu Leftenan Komander Maritim Adzizul bin Latif, Komander Maritim Mohd Najib bin Sam berkaitan Situasi Keselamatan Maritim Semasa dan Taklimat Projek Pembangunan SWASLA di ABMB untuk MKN oleh Leftenan Maritim Khairul Nizam bin Akhirrudin. Saya telah mendapat gambaran penuh mengenai pengoperasian ABMB yang merangkumi isu dan cabaran termasuk kekangan sumber manusia dan aset yang sangat penting dalam memastikan pengoperasian optimum dapat dilaksanakan.Wujud keperluan untuk penyelenggaraan dan penambahbaikan peralatan yang sedia ada selain tadbir urus kebajikan anggota yang bertugas di ABMB ditingkatkan agar pengoperasian dan pengawasan ke atas kedaulatan perairan negara dapat dioptimumkan berdasarkan cabaran terkini yang dihadapi oleh mereka. Secara keseluruhan, saya sangat berpuas hati dengan lawatan kali ini dan akan mengambil tindakan susulan melalui penyelarasan bersama antara jabatan serta penglibatan MKN,JPM sendiri untuk memperhalusi beberapa perkara dalam membantu memantapkan pengoperasian ABMB.
