23rd Chief of Defence Force Outlines Four Pillars of Command in Inaugural Address Parade & Ceremony 30th April 202530th April 2025 PORT DICKSON, 30 April 2025 – The 23rd Chief of Defence Forces (CDF), General Datuk Hj Mohd Nizam bin Hj Jaffar, emphasised the leadership philosophy of “Duty – Honour – Sacrifice” during his inaugural address at a formal military parade held at the Army Academy, Segenting Camp today. This traditional military ceremony featured the CDF’s Inaugural Parade, led by Lieutenant Colonel Muhd Mustakim bin Zulkifli, Commanding Officer of the 19th Battalion Royal Malay Regiment (Mechanised). Eight detachments participated, including representatives from the 10th Parachute Brigade (10 PARA), Special Forces Group (GGK), Naval Special Forces (PASKAL), Air Force Special Forces (PASKAU), and the three branches of the Malaysian Armed Forces – Army (TDM), Navy (TLDM), Air Force (TUDM) – as well as MALBATT. The formation comprised 38 officers and 769 personnel. A dramatic aerial flypast featured four ATM helicopters: two EC-725APs (TUDM), a Super Lynx (TLDM), and an Agusta A109 LOH (TDM) – each carrying the flags of ATM, TDM, TLDM, and TUDM – led by Major Mohd Fazruzaman bin Min Faril (TUDM). Before delivering his address, General Nizam reviewed the main guard of honour and boarded the AV8 GEMPITA armoured vehicle to salute the marching contingent. The ATM’s combat strength was showcased through the display of key assets including PT-91M Pendekar tanks, AV8 GEMPITA vehicles, ASTROS II rocket launchers, and TUDM air defence systems. A highlight of the event was the symbolic handover of the Command Scroll via modern platforms such as drones, special operations vehicles, and two MD530G helicopters. Delivering his inaugural address at the Auditorium Sebatang Karah, General Nizam underlined three core values of his command: Duty – responsibilities upheld with absolute devotion, Honour – dignity that cannot be bought or sold, Sacrifice – selfless service without expectation, grounded in unwavering loyalty. He also detailed four strategic pillars that would steer the Malaysian Armed Forces (ATM) towards becoming a Future Force: 1. Operational Readiness Four foundations were outlined: command and control structures, organisational management, sustainable logistics, and focused training. Key initiatives include: Operational Readiness Initiative 1: Implementation of ATM Policies and Strategies Operational Readiness Initiative 2: Reassessment of 4MAF Framework Operational Readiness Initiative 3: Strengthening the ATM Education, Training and Doctrine Command (MPPLD ATM) 2. Investment in Holistic Human Capital Four core initiatives will drive human capital development: Human Capital Initiative 1: Enhanced Evaluation Systems Human Capital Initiative 2: Strategic Investment with Returns Human Capital Initiative 3: Enforcement of Human Capital Empowerment Human Capital Initiative 4: Promotion of Warrior Ethos and Esprit de Corps 3. Sustainability and Wellbeing of ATM Personnel Focused on quality of life for service members, this pillar includes: Wellbeing Initiative 1: Improvement of Basic Infrastructure Wellbeing Initiative 2: Emotional and Spiritual Wellbeing Wellbeing Initiative 3: Empowerment of BAKAT (Welfare Association) Wellbeing Initiative 4: Care for ATM Veterans 4. Strengthening Defence Diplomacy and Military Relations This pillar includes: Focus Area 1: Strengthening ties with regional and international partners Focus Area 2: Enhancing ATM’s Strategic Communications (StratComm) Focus Area 3: Boosting local defence industries and forging smart defence partnerships The address was broadcast live to ATM personnel both locally and abroad via video conferencing and livestreaming platforms. Among those in attendance were Army Chief General Tan Sri Dato’ Seri Muhammad Hafizuddeain bin Jantan, Navy Chief Admiral Datuk (Dr.) Zulhelmy bin Ithnain, and Air Force Chief General Tan Sri Dato’ Sri Mohd Asghar Khan bin Goriman Khan, along with over 1,000 armed forces personnel at the venue.
