Malaysian Ministry of Defence – 2020 Defence Budget

In the Budget 2020 proposal on Friday (11 Oct 19) by the Minister of Finance, the Ministry of Defence received RM 15.6 Billion and the Home Ministry RM 16.9 Billion.

The Ministry of Defence received RM 13.9 Billion last year in the 2019 Budget and an additional RM 1.45 Billion, totaling RM 15.376 Billion. This is only a RM300 million increase in Budget 2020 compared with the original allocation of RM 1.7 Billion from Budget 2019.

Of the RM 15.6 Billion, RM 3.1 Billion is used for Development Expenditure (DE) and RM 12.5 Billion is used for Operating Expenditure (OE).

The Royal Malaysian Navy received the largest DE amounting to RM 945 million for equipment and RM 27 million for infrastructure. The Army received RM 746 million for equipment and RM 113 million for infrastructure. The Royal Malaysian Air Force received RM 383 million for equipment and RM 17.5 million for infrastructure. For the Joint Force, RM 485 million for equipment and RM 45 million for infrastructure.

The Home Ministry’s budget increase by RM 1.6 Billion from RM 15.3 Billion in Budget 2019 to RM 16.9 Billion in Budget 2020.

Of the RM 16.9 Billion, RM 13.8 Billion is set for OE while DE is allocated RM 3.088 Billion. The increase was seen after a change of ministry by the Malaysian Maritime Enforcement Agency since 2018.

It is seen in this budget that the Government is quite prudent and focuses highly only on operating expenses. There is actually not enough for ministries and agencies to spend on the latest assets.

Looking at it, DE spending will only involve logistics assets such as tactical utility vehicles such as trucks and trailers. Meanwhile, the RMN’s plans to acquire utility helicopters and the Speedboat and Landing Boat are still vague despite the tender.

Whatever the case, we are awaiting the presentation of the National Defense White Paper and the 12th Malaysian Plan.

Pembentangan Belanjawan 2020 pada Jumaat lalu oleh Menteri Kewangan, Kementerian Pertahanan menerima RM 15.6 Billion dan Kementerian Dalam Negeri RM 16.9 Billion.

Kementerian Pertahanan pada tahun lalu menerima RM 13.9 Billion untuk Belanjawan 2019 dan ditambah RM 1.45 Billion lagi menjadikan jumlah keseluruhan RM 15.376 Billion. Menjadikan hanya penambahan RM300 juta pada Belanjawan 2020 berbanding kenyataan asal RM 1.7 Billion disebut berdasarkan jumlah asal dari Belanjawan 2019.

Dari RM 15.6 Billion, RM 3.1 Billion digunakan untuk Pembelanjaan Pembangunan (DE) dan RM 12.5 Billion digunakan Pembelanjaan Mengurus (OE).

Tentera Laut DiRaja Malaysia menerima jumlah DE terbesar kali ini dengan RM 945 juta untuk peralatan dan RM 27 juta untuk infrastruktur. Tentera Darat menerima RM 746 juta peralatan dan RM 113 juta untuk infrastruktur. Tentera Udara DiRaja Malaysia menerima RM 383 juta untuk peralatan dan RM 17.5 juta untuk infrastruktur. Untuk Angkatan Bersama, RM 485 juta untuk peralatan dan RM 45 juta untuk infrastruktur.

Bajet Kementerian Dalam Negeri dilihat menerima penambahan RM 1.6 Billion dari RM 15.3 Billion pada Belanjawan 2019 ke RM 16.9 Billion Belanjawan 2020.
Dari RM 16.9 Billion, RM 13.8 Billion untuk OE manakala DE menerima RM 3.088 Billion. Peningkatan ini dilihat selepas pertukaran kementerian oleh Agensi Penguatkuasaan Maritim Malaysia sejak 2018.

Namun dilihat dalam belanjawan kali ini Kerajaan agak berjimat cermat dan hanya menumpukan pembelajaan mengurus untuk pengoperasian sahaja. Ia sebenarnya tidak cukup untuk kementerian dan agensi membelanjakan untuk mendapatkan aset terbaharu.

Jika dilihat, pembelanjaan DE hanya akan melibatkan pembelian aset logistik seperti kenderaan utiliti taktikal seperti trak dan treler. Manakala perancangan TLDM mendapatkan helikopter utiliti dan Bot Laju Pemintas dan Kapal Pendarat dilihat masih samar walaupun tender telah dilakukan.

Apa-apa pun kita menunggu Pembentangan Kertas Putih Pertahanan Negara dan Rancangan Malaysia ke-12.
