KOURU, 23 June 2022 – A delegation from the Malaysian Armed Forces (MAF) from the Defence Cyber and Electromagnetic Division (BSEP) was given the opportunity to witness the launch of the Malaysia East Asia Satellite (MEASAT -3d) in Kouru, French Guyana, South America. The visit was also joined by delegations from the Ministry of Communications and Multimedia (K -KOMM), Malaysian Ambassador to France, Sabah Government Representative, Malaysian Space Agency Representative – MYSA and Malaysian Communications and Multimedia Commission (MCMC)
The satellite, which was launched at 6.50 pm local time, 22 June 2022 (5.50 am Malaysian time) was also broadcast live on the Astro AWANI channel.
The MAF delegation was led by the Director General of Defence Cyber & Electromagnetic (DG SEP), Rear Admiral Dato’ Shamsuddin bin Hj Ludin who also had the opportunity to visit the launch site before the MEASAT-3d was launched, also joined by the Commanding Officer of the Strategic Operations Regiment, Defence Cyber and Electromagnetic Operations Headquarters (MOSEP-ROS), Commander Hj Hazhari bin Hj Hashim RMN and 4 officers and members of MOSEP-ROS.
Their presence is under the obligation of The Lease of Secure Satellite Communication Channel for Malaysian Armed Forces Contract Offset Program with Airbus Defense & Space Firm which began with a visit to the world’s leading Defense and Security Exhibition, Eurosatory 2022.
The exhibition which took place on 15 June 2022 at the Paris-Nord Villepinte Exhibition Center gave the delegates the opportunity to see the latest technology and equipment capabilities as well as interact and exchange views, especially information related to Satellite Communication System and Electromagnetic Cyber.
At the same time, the delegation was also invited by Airbus Defense & Space to see Airbus space technology facilities in Paris and Toulouse including a visit to the Satellite Assembly, Integration and Testing (AIT), Clean Room which plays an important role in development, construction, satellite testing and space technology as well as the Satellite Operations Center (SOC).
During this activity, representatives of the firm gave a detailed description of how a communications satellite is built and tested to ensure that it can operate well in the ‘extreme environment’ in outer space.
They were also briefed on the Jupiter Icy Moons Explorer (JUICE), an interplanetary spacecraft being developed by the European Space Agency (ESA) with Airbus Defense and Space Firm.
This opportunity is also a space for both parties to discuss and exchange views on the capabilities of MEASAT 3d communication satellites and electronic warfare that have been and are being developed by Airbus and how it can be fully utilized by the MAF.
MEASAT-3d launched using the Arianespace Ariane 5 launcher rocket is equipped with several communication lines to support current and future needs. In addition to the C-Band and Ku-Band commonly used for direct-to-home (DTH) services, telecommunications and video transmission, MEASAT-3d also offers Ka-Band High-Throughput Satellite (HTS).
This capability allows satellite broadband to reach a capacity of up to 100 Mbps compared to only 30 Mbps currently.
Chief Operating Officer of Measat Global Berhad, Yau Chyong Lim said the successful launch of Measat-3d was the result of good collaboration between related companies and it still needed to undergo several tests for 30 days after launch to ensure it was truly successful and functioning well.
Indeed, the involvement of the MAF delegation has given great benefits to the MAF itself in continuing the sustainable development of human resources and aspects of satellite communication as well as the Cyber Electromagnetic domain.
At the same time it is also in line with the requirements outlined in the second, third and fourth thrusts of the Chief of Defence Force, General Tan Sri Dato’ Sri Hj. Affendi bin Buang RMAF namely Empowering the Outstanding Members of the Malaysian Armed Forces, Strengthening the Capabilities of the Malaysian Armed Forces in the Cyber Domain and Translating Defense White Papers.

KOURU, 23 Jun 2022 – Delegasi Angkatan Tentera Malaysia (ATM) dari Bahagian Siber dan Elekromagnetik Pertahanan (BSEP) telah diberi peluang menyaksikan pelancaran Malaysia East Asia Satellite (MEASAT-3d) di Kouru, French Guyana, Amerika Selatan yang turut disertai bersama delegasi dari Kementerian Komunikasi Dan Multimedia (K-KOMM), Duta Besar Malaysia ke Perancis, Wakil Kerajaan Sabah, Wakil Agensi Angkasa Malaysia – MYSA dan Suruhanjaya Komunikasi dan Multimedia Malaysia (SKMM)
Satelit berkenaan yang dilancarkan pada jam 6.50 petang waktu tempatan, 22 Jun 2022 (5.50 pagi waktu Malaysia) turut disiarkan secara langsung melalui saluran Astro AWANI.
Delegasi ATM diketuai oleh Ketua Pengarah Siber & Elektromagnetik Pertahanan (KP SEP), Laksamana Muda Dato’ Shamsuddin bin Hj Ludin yang turut berpeluang melawat tapak pelancaran sebelum MEASAT-3d berkenaan dilancarkan, turut disertai oleh Pegawai Memerintah Rejimen Operasi Strategik, Markas Operasi Siber dan Elektromagnetik Pertahanan (MOSEP-ROS), Komander Hj Hazhari bin Hj Hashim TLDM dan 4 pegawai serta anggota MOSEP-ROS.
Kehadiran mereka adalah di bawah obligasi Program Ofset Kontrak The Lease of Secure Satellite Communication Channel for Malaysian Armed Forces bersama Firma Airbus Defense & Space yang telah dimulai dengan lawatan ke Pameran Pertahanan dan Keselamatan terkemuka dunia iaitu Eurosatory 2022.
Pameran yang berlangsung pada 15 Jun 2022 lalu di Paris-Nord Villepinte Exhibition Centre telah memberi peluang kepada delegasi berkenaan untuk melihat keupayaan teknologi dan peralatan terkini serta berinteraksi dan bertukar pandangan terutama informasi berkaitan Sistem Komunikasi Satelit dan Siber Elektromagnetik.
Pada masa yang sama, delegasi turut dijemput oleh pihak Airbus Defense & Space untuk melihat fasiliti teknologi angkasa Airbus di Paris dan Toulouse termasuk lawatan di Satellite Assembly, Integration and Testing (AIT), Clean Room yang berperanan penting dalam pembangunan, pembinaan, ujian satelit dan teknologi angkasa lepas serta Satellite Operations Centre (SOC).
Sepanjang aktiviti ini, wakil firma telah memberikan penerangan secara terperinci bagaimana sesebuah satelit komunikasi dibina dan diuji bagi memastikan ianya dapat beroperasi dengan baik di dalam ‘extreme environment’ di angkasa lepas.
Mereka turut diberi penerangan berkenaan Jupiter Icy Moons Explorer (JUICE) iaitu interplanetary spacecraft yang sedang dibangunkan Agensi Angkasa Eropah (ESA) bersama Firma Airbus Defence and Space.
Kesempatan ini turut menjadi ruang kepada kedua-dua pihak dalam berbincang serta bertukar pandangan mengenai keupayaan satelit komunikasi MEASAT 3d dan peperangan elektronik yang telah dan sedang dibangunkan oleh pihak Airbus dan bagaimana ianya boleh dimanfaatkan oleh pihak ATM sepenuhnya.
MEASAT-3d yang dilancar menggunakan roket pelancar Arianespace Ariane 5 dilengkapi dengan beberapa jalur komunikasi untuk menyokong keperluan semasa dan akan datang. Selain C-Band dan Ku-Band yang biasa digunakan untuk servis direct-to-home (DTH), telekomunikasi dan penghantaran video, MEASAT-3d turut menawarkan Satelit Berkapasiti Tinggi (High-Throughput Satellite – HTS) Ka-Band.
Keupayaan ini membolehkan broadband satelit mencapai kapasiti sehingga 100 Mbps berbanding hanya 30 Mbps pada masa kini.
Ketua Pegawai Operasi Measat Global Berhad, Yau Chyong Lim berkata kejayaan pelancaran Measat-3d adalah hasil kerjasama baik antara syarikat berkaitan dan ia masih perlu menjalani beberapa ujian selama 30 hari selepas dilancarkan untuk memastikan ia benar-benar berjaya serta berfungsi dengan baik.
Sesungguhnya penglibatan delegasi ATM ini telah memberi manfaat yang besar kepada ATM sendiri di dalam meneruskan kelestarian pembangunan sumber manusia dan aspek komunikasi satelit serta domain Siber Elektromagnetik.
Pada masa yang sama ia juga seiring dengan keperluan yang digariskan dalam teras kedua, ketiga dan keempat Perintah Ulung Panglima Angkatan Tentera, Jeneral Tan Sri Dato’ Sri Hj. Affendi bin Buang TUDM iaitu Memperkasa Warga Angkatan Tentera Malaysia Yang Cemerlang, Mengukuhkan Keupayaan Angkatan Tentera Malaysia dalam Domain Siber dan Menterjemahkan Kertas Putih Pertahanan.
