Malaysia Ministry of Defence 2023 Mandate Ceremony

KUALA LUMPUR, 5 January 2023 – The Chief of Defence Force, Gen Tan Sri Dato’ Sri Haji Affendi bin Buang TUDM has accompanied the Minister of Defence YB Dato’ Seri Utama Hj Mohamad bin Hj Hasan to officiate the 2023 Mandate Ceremony held at Wisma Pertahanan Auditorium, Ministry Defence, Kuala Lumpur this morning.

In addition to recollecting the successes achieved by the Ministry of Defence and MAF throughout 2022, the ceremony also explained the plans and direction of the Ministry of Defence for 2023.

In this ceremony as well, the Minister of Defence also took the opportunity to express his appreciation for MAF’s success during the leadership of the NTF together with other security agencies in operations to prevent issues at the national border as well as the assistance provided during the Landslide tragedy at the Father’s Organic Farm Campsite, Batang Kali and the floods that hit the country especially on the east coast recently.

In 2023, the Ministry of Defence will commit to continue the implementation of agenda in the Defence White Paper (KPP) for the period 2021-2030 which is supported through the MINDEF Strategic Plan 2021-2025 and the publication of follow-up documents for the National Defence and Security Industry Policy (DIPKN), the Defence Capacity Action Plan (RTKP) and the National Defence Investment Plan (3PN).

In addition, there are a total of 281 procurement plans with a projected value of RM 8 billion for the supply of spare parts and the maintenance of MAF military assets. Among them are the 155 millimeter Self-Propelled Howitzer cannon, the overhaul of KD LAKSAMANA, KD JERAI and KD LEKIR for RMN, as well as the maintenance of C130 aircraft and the supply of spare parts for RMAF aircraft in 2023.

The Minister of Defence also emphasized that the procurement planning of Maritime Patrol Aircraft (MPA) and Medium-Altitude Long Endurance Unmanned Aircraft System (MALG UAS) and Light Combat Aircraft (LCA) will continue and cyber and electromagnetic domain capabilities will continue to be upgraded. While the acquisition of the Littoral Mission Ship (LMS) will be brought to the consideration of the Ministry of Economy and the Ministry of Finance in addition to committing to the completion of the Littoral Combat Ship (LCS) construction project.

In the aspect of welfare, the plan to build 12,000 Armed Forces Family Houses (RKAT) in the Housing Blueprint 3.0 will continue through the 12th Malaysia Plan (RMK-12) and 13th (RMK-13). Last year, a total of 468 RKAT units were completed and another 409 units will be added in 2023 as well as the addition of MAF Polyclinics in Sungai Petani, Kluang, Kuantan and Kuala Terengganu. The welfare of veterans is also given attention through the MAF Veteran Second Career Opportunity program and the MAF Veteran Housing Initiative Program.

The Minister of Defence also emphasized the strengthening of defense diplomatic relations with friendly countries in addition to the active involvement of MINDEF and MAF in strengthening regional security such as the ASEAN Defence Ministers’ Meeting (ADMM), ASEAN Defence Ministers’ Meeting – Plus (ADMM- Plus) and Five Power Defense Arrangements (FPDA).

Also present at the event were the Deputy Minister of Defence, YB Adly bin Zahari; CDF, General Tan Sri Dato’ Sri Haji Affendi bin Buang TUDM; Secretary General of the Ministry of Defence, Dato’ Sri Muez bin Abd Aziz; the Top Management of the Ministry of Defense and the Service Chiefs as well as senior civil and MAF officials.

KUALA LUMPUR, 5 Januari 2023 – Panglima Angkatan Tentera, Jen Tan Sri Dato’ Sri Haji Affendi bin Buang TUDM telah mengiringi Menteri Pertahanan YB Dato’ Seri Utama Hj Mohamad bin Hj Hasan menyempurnakan Majlis Amanat Tahun Baru 2023 yang dilaksanakan di Auditorium Wisma Pertahanan, Kementerian Pertahanan, Kuala Lumpur pada pagi ini.

Disamping mengimbas kembali kejayaan yang berjaya dikecapi oleh Kementerian Pertahanan dan ATM sepanjang tahun 2022, majlis tersebut turut menjelaskan perancangan serta hala tuju Kementerian Pertahanan bagi tahun 2023.

Dalam majlis ini juga, Menteri Pertahanan turut mengambil kesempatan untuk menzahirkan penghargaan kepada ATM ayas kejayaan semasa menarajui NTF bersama agensi keselamatan lain dalam operasi cegah rintang di sempadan negara serta bantuan yang diberikan semasa tragedi Tanah Runtuh di Tapak Perkhemahan Father’s Organic Farm, Batang Kali dan bencana banjir yang melanda negara terutamanya di pantai timur baru-baru ini.

Pada tahun 2023 ini, Kementerian Pertahanan akan komited meneruskan agenda pelaksanaan Kertas Putih Pertahanan (KPP) bagi tempoh 2021 – 2030 yang sokong menerusi Pelan Strategik MINDEF 2021-2025 dan penerbitan dokumen susulan bagi Dasar Industri Pertahanan dan Keselamatan Negara (DIPKN), Rangka Tindakan Kapasiti Pertahanan (RTKP) dan Pelan Pelaburan Pertahanan Negara (3PN).

Selain itu, sebanyak 281 perancangan perolehan dengan unjuran nilai RM 8 bilion bagi pelaksanaan pembekalan alat ganti dan penyelenggaraan aset-aset ketenteraan ATM. Antaranya Meriam 155 milimeter Self-Propelled Howitzer, pasang pulih KD LAKSAMANA, KD JERAI dan KD LEKIR untuk TLDM, serta penyelenggaraan pesawat C130 dan pembekalan alat-alat ganti pesawat-pesawat TUDM pada tahun 2023.

Menteri Pertahanan turut menekankan perancangan perolehan Maritime Patrol Aircraft (MPA) dan Medium-Altitude Long Endurance Unmanned Aircraft System (MALG UAS) dan Light Combat Aircraft (LCA) akan diteruskan serta keupayaan domain siber dan elektromagnetik akan terus dipertingkatkan. Manakala perolehan Littoral Mission Ship (LMS) akan dibawa untuk pertimbangan Kementerian Ekonomi dan Kementerian Kewangan selain komited untuk penyiapan projek pembinaan Littoral Combat Ship (LCS).

Dalam aspek pelestarian warga, rancangan pembinaan 12,000 Rumah Keluarga Angkatan Tentera (RKAT) dalam Blueprint Perumahan 3.0 akan diteruskan menerusi Rancangan Malaysia Ke-12 (RMK-12) dan Ke-13 (RMK-13). Pada tahun lepas, sebanyak 468 unit RKAT telah siap dibina dan ditambah 409 unit lagi pada tahun 2023 serta penambahan pembinaan Poliklinik ATM di Sungai Petani, Kluang, Kuantan dan Kuala Terengganu. Kebajikan veteran turut diberi perhatian menerusi program Peluang Kerjaya Kedua Veteran ATM dan Program Inisiatif Perumahan Veteran ATM.

Menteri Pertahanan turut menekankan pengukuhan hubungan diplomasi pertahanan dengan negara-negara sahabat selain penglibatan aktif MINDEF dan ATM dalam memperkasakan keselamatan serantau antaranya seperti platform ASEAN Defence Ministers’ Meeting (ADMM), ASEAN Defence Ministers’ Meeting – Plus (ADMM- Plus) dan Five Power Defence Arrangements (FPDA).

Turut hadir pada majlis tersebut adalah Timbalan Menteri Pertahanan, YB Adly bin Zahari; Panglima Angkatan Tentera, Jeneral Tan Sri Dato’ Sri Haji Affendi bin Buang TUDM; Ketua Setiausaha Kementerian Pertahanan, Dato’ Sri Muez bin Abd Aziz; Pengurusan Tertinggi Kementerian Pertahanan dan para Panglima Perkhidmatan serta para pegawai kanan awam dan ATM.
