MAF and Petronas Signs ‘Helideck Landing Training On Offshore Facilities’ Term of Reference

KUALA LUMPUR, 8 February 2022 – The Malaysian Armed Forces (MAF) and PETRONAS have further strengthened cooperation between the two agencies through the Helideck Landing Training On Offshore Facilities (HLTOF) Terms of Reference Signing Ceremony at Wisma Perwira MAF, today.

The ceremony signed the terms of reference which was officiated by the Chief of Staff of the Malaysian Armed Forces Headquarters (COS MAF HQ), Lt Gen Datuk Mohd Zakaria bin Hj Yadi, representing the MAF and Senior Manager of Safety, Health and Environment Governance, Malaysian Petroleum Management, Encik Azrul bin Abdul Hamid representing Petronas, is a collaboration in terms of the implementation of MAF helicopter landing exercises on Petronas’ oil rigs.

The operability of MAF helicopters in conducting landing exercises on the oil rig can enhance the MAF’s ability to monitor and control the security of national waters as well as increase capabilities in the conduct of Maritime Operations, Medevac, Casevac, Search And Rescue and Maritime Air Surveillance.

In 2013, Petronas agreed to the MAF’s proposal for the use of the helicopter landing site and allowed MAF aircraft and the Malaysian Maritime Enforcement Agency (MMEA) to conduct landing exercises on the Mothball-status Shiva Oil Rig. The landing exercise was conducted in 2014 and ended in 2016.

In 2021, the Chief Executive Officer of Petronas Carigali Sdn Bhd in his Courtesy Call on the Secretary-General of the Ministry of Defence has suggested that the landing exercise be resumed. Following on from the proposal, the MAF has been mandated to review and improve the terms of reference of the landing exercise together with Petronas.

Also present at the ceremony were the Assistant Chief of Staff for Defense Operations and Training, Lieutenant General Dato’ Hashim bin Aman Shah, Senior Officer of the MAF, MMEA, Ministry of Defence Malaysia and a delegation from Petronas.

KUALA LUMPUR, 8 Februari 2022 – Angkatan Tentera Malaysia (ATM) dan PETRONAS telah mengukuhkan lagi kerjasama antara dua agensi melalui Majlis Menandatangani Terma Rujukan Helideck Landing Training On Offshore Facilities (HLTOF) di Wisma Perwira ATM, hari ini.

Majlis menandatangani terma rujukan berkenaan yang disempurnakan oleh Ketua Staf Markas Angkatan Tentera Malaysia (KS ATM), Lt Jen Datuk Mohd Zakaria bin Hj Yadi, mewakili ATM dan Pengurus Kanan Tadbir Urus Keselamatan, Kesihatan dan Persekitaran, Pengurusan Petroleum Malaysia, Encik Azrul bin Abdul Hamid mewakili Petronas, merupakan kerjasama dari aspek pelaksanaan latihan pendaratan helikopter ATM di pelantar minyak milik Petronas.

Kebolehoperasian helikopter ATM dalam melaksanakan latihan pendaratan di pelantar minyak berkenaan dapat mempertingkatkan keupayaan ATM untuk memantau dan mengawal keselamatan perairan negara di samping meningkatkan keupayaan dalam pelaksanaan Operasi Maritim, Medevac, Casevac, Search And Rescue dan Maritime Air Surveillance.

Pada tahun 2013 lagi, pihak Petronas telah bersetuju dengan cadangan ATM bagi penggunaan tapak pendaratan helikopter berkenaan dan telah membenarkan pesawat ATM dan Agensi Penguatkuasaan Maritim Malaysia (APMM) untuk melaksanakan latihan pendaratan di atas Pelantar Minyak Siwa yang berstatus Mothball. Latihan pendaratan tersebut telah dilaksanakan pada 2014 dan berakhir pada 2016.

Pada 2021, Ketua Pegawai Eksekutif Petronas Carigali Sdn Bhd dalam Kunjungan Hormatnya ke atas Ketua Setiausaha Kementerian Pertahanan telah mencadangkan agar latihan pendaratan tersebut disambung semula. Lanjutan daripada cadangan tersebut, ATM telah diberikan mandat untuk menyemak dan menambah baik terma rujukan latihan pendaratan tersebut bersama-sama dengan pihak Petronas.

Turut hadir di dalam majlis ini adalah Asisten Ketua Staf Operasi Dan Latihan Pertahanan, Leftenan Jeneral Dato’ Hashim Bin Aman Shah, Pegawai Kanan ATM, APMM, Kementerian Pertahanan Malaysia serta delegasi dari Petronas.
