KUALA LUMPUR, 11 June 2021 – Today marks the one-year term of the Chief of Army (COA), General Tan Sri Datuk Zamrose bin Mohd Zain, holding the helm of the Malaysian Army (TDM), since he took over the leadership on 11 June 2020. In conjunction with this special day, Tan Sri COA has completed the presentation of the 28th COA Annual Command Message, which was implemented by live streaming which was broadcast via TDM’s Facebook platform.

Tan Sri COA at the beginning of his message, recalled some of the messages delivered earlier. Among them was the 28th COA Superior Order, which outlines the Three Principles and Five Pillars (3P+5T), which are applied as a driver of TDM towards excellence.

Recalling the New Year 2021 Mandate, Tan Sri COA stated that the 3P + 5T concept is in line with the action plan and aspirations of the top leadership of the Ministry of Defence and the Malaysian Armed Forces (MAF).

Touching on the message of the 88th Army Day Celebration, Tan Sri COA explained that the theme “Synergy of Army and People: Pillars of National Sovereignty”, was raised as a manifestation of TDM’s commitment to strengthen cooperation between TDM and the government and the people.

Today’s special message, followed by a comment by Tan Sri COA on the achievements of the Five Pillars that underlie the TDM action plan since it was introduced on 11 July 2020. In the First Pillar, namely “Mission Continuity and Preparedness”, TDM has successfully developed the Army Strategic Management System (2021-2025) as a guide for effective strategic management planning. Acquisition of assets to enhance the ability to operate in the two regions simultaneously is also in full swing.

For the Second Pillar, “Organizational Integrity”, the TDM structuring process is showing a very positive development. Restructuring of assets and human resources to support TDM’s operational functions in the two regions is underway. Meanwhile, the Third Pillar, namely “Preservation of personnel’s Well -Being”, emphasizes on efforts to upgrade and address the issue of military housing, which is the focus to improve the well -being of TDM personnel.

The Fourth Pillar, “Strengthening Defence Relations”, states the implementation of regional and international cooperation activities, will continue to use a new approach by utilising the use of virtual media. The last pillar, “Improving Army and Civil Relations” shows the efforts and commitment of TDM in providing assistance and cooperation to the government and the people in the implementation of “Military Operations Other Than War” (MOOTW).

In continuing its efforts to achieve the set targets, Tan Sri COA also outlined three key factors identified as obstacles and challenges, namely finance, pandemics and leadership. These three barriers should be addressed prudently to ensure that all planned targets are not hampered or disrupted. Tan Sri COA then emphasized on the three main focuses that need to be implemented in the long run to achieve the target, namely implementing a reassessment, setting a precise commitment, and implementing the normalization process.

Concluding this message, Tan Sri also expressed his appreciation and gratitude to the Government of Malaysia, Senior Minister of Defence and CDF, who continued to give him the confidence to lead TDM.


IMBAUAN SETAHUN PEMERINTAHAN PANGLIMA TENTERA DARAT KE-28

KUALA LUMPUR, 11 Jun 2021 – Pada hari ini, genaplah tempoh setahun Panglima Tentera Darat (PTD), Jeneral Tan Sri Datuk Zamrose bin Mohd Zain, memegang teraju Tentera Darat Malaysia (TDM), sejak beliau mengambil alih pimpinan pada 11 Jun 2020 yang lalu. Sempena hari istimewa ini, Tan Sri PTD telah menyempurnakan penyampaian Perutusan Setahun Pemerintahan PTD Ke-28, yang dilaksanakan secara penstriman langsung (live streaming) yang disiarkan melalui platform Facebook TDM.

Tan Sri PTD di awal perutusannya, telah mengimbau kembali beberapa perutusan yang disampaikan terdahulu. Antaranya ialah Perintah Ulung PTD Ke-28, yang menggariskan Tiga Prinsip dan Lima Tonggak (3P+5T), yang digunapakai sebagai pemandu TDM ke arah kecemerlangan. Ketika mengimbau Amanat Tahun Baru 2021 pula, Tan Sri PTD menyatakan bahawa konsep 3P + 5T ini adalah seiring dan selari dengan pelan tindakan dan aspirasi pucuk pimpinan Kementerian Pertahanan dan Angkatan Tentera Malaysia (ATM). Menyentuh berkenaan perutusan Sambutan Hari Tentera Darat Ke-88 pula, Tan Sri PTD menjelaskan bahawa tema “Sinergi Tentera Darat Dan Rakyat: Tunjang Kedaulatan Negara”, diangkat sebagai satu bentuk manifestasi kepada komitmen TDM untuk memperkukuhkan kerjasama di antara TDM dengan pihak kerajaan dan rakyat.

Perutusan istimewa pada hari ini, diteruskan dengan ulasan oleh Tan Sri PTD ke atas pencapaian Lima Tonggak yang mendasari pelan tindakan TDM sejak ia diperkenalkan pada 11 Julai 2020 yang lalu. Di dalam Tonggak Pertama, iaitu “Kelangsungan Misi dan Kesiagaan”, TDM telah berjaya membangunkan Sistem Pengurusan Strategik Tentera Darat (2021-2025) sebagai panduan bagi merencana pengurusan stategik yang berkesan. Perolehan aset-aset bagi meningkatkan keupayaan untuk beroperasi di dua wilayah secara serentak juga sedang giat dilaksanakan.

Bagi Tonggak Kedua, “Keutuhan Organisasi”, proses penstrukturan TDM sedang menunjukkan perkembangan yang amat positif. Penyusunan semula aset dan sumber manusia bagi menyokong fungsi operasi TDM di dua wilayah, sedang giat dilaksanakan. Sementara itu Tonggak Ketiga pula, iaitu “Pelestarian Kesejahteraan Warga”, memberikan penekanan kepada usaha menaik taraf serta menangani isu perumahan tentera, yang menjadi fokus bagi meningkatkan kesejahteraan warga TDM.

Manakala Tonggak Keempat, “Pengukuhan Hubungan Pertahanan”, menyatakan perlaksanaan aktiviti kerjasama serantau dan antarabangsa, tetap diteruskan menggunakan pendekatan baru dengan memanfaatkan penggunaan media secara maya. Tonggak terakhir, “Meningkatkan Hubungan Tentera Darat Dan Awam” pula memperlihatkan usaha dan komitmen TDM dalam memberikan bantuan serta kerjasama kepada pihak kerajaan dan rakyat di dalam pelaksanaan “Military Operations Other Than War” (MOOTW).

Dalam meneruskan usaha bagi mencapai sasaran yang ditetapkan, Tan Sri PTD juga telah menggariskan tiga faktor utama yang dikenalpasti sebagai halangan dan cabaran, iaitu kewangan, pandemik dan kepimpinan. Ketiga-tiga faktor halangan ini seharusnya ditangani dengan berhemah bagi memastikan segala sasaran yang dirancang tidak akan terencat atau terganggu. Tan Sri PTD kemudiannya memberikan penekanan kepada tiga fokus utama yang perlu dilaksanakan di dalam jangka masa panjang bagi mencapai sasaran, iaitu melaksanakan penilaian semula, penetapan komitmen yang jitu, dan pelaksanaan proses normalisasi.

Mengakhiri perutusan ini, Tan Sri PTD turut menzahirkan penghargaan serta ucapan terima kasih kepada pihak Kerajaan Malaysia, Menteri Kanan Pertahanan dan Panglima Angkatan Tentera, yang terus memberikan kepercayaan kepada beliau untuk menerajui TDM.
