Territorial Army Support Committee (JAKPAW)

Following the Defence Minister’s Statement on ‘MAF’s aim of 1: 1 strength ratio of regular forces and the Federal Reserve (FR)’ during the session of the House of Representatives on 18 Jul 19, one of the existing mechanism implemented in the Malaysian Army (TDM) to fulfill the aim is the Territorial Army Support Committee (JAKPAW).

JAKPAW is a state-level committee established in each state to encourage people to join the FR. The purpose of this committee is to plan all types of FR assistance such as partnership, promoting Territorial Army (TA) among the community and encouraging the participation of the public to join FR through the employer’s commitment. The Charter of the Federation of Volunteers has been established by Order of the Armed Forces Council (PMAT) No. 1 of 1996.

The JAKPAW patron in each state is the Chief Minister / Chief Minister. The JAKPAW patron is appointed by the Minister of Defence (MENHAN) through the approval of the Armed Forces Council (AFC) and is accorded the rank of BG (Honorary). In addition, the post of the Chairman of the JAKPAW are reserved for the State Secretary (SUK). The appointment of the Chairman of JAKPAW is made by the Chief Minister / Chief Minister / Minister of the Federal Territory with the give rank of COL (Honorary). All honorary ranks require AFC’s approval and the consent of the Yang di-Pertuan Agong in accordance with the provisions of Section 198 of the Armed Forces Act 1972. The honorific title may be terminated if his / her incumbent conduct may defame the Armed Forces of Malaysia or be no longer in office.

The involvement of the Chief Minister or Chief Minister in JAKPAW is appropriate as he is the Chief Executive of the state as practiced in the Parliamentary and Constitutional Monarchy system (based on the Westminster Parliamentary system). He also chairs the State Security Committee. They are politicians elected by the people to be in the Parliament (Federal) and the State Legislative Assembly (DUN) that forms the government and lead the state executive council. This is the best mechanism to encourage people to join FR through the ‘Lead By Example’ principle.

JAWATANKUASA PENDUKUNG ASKAR WATANIAH (JAKPAW)

1. Berlanjutan daripada Kenyataan Menteri Pertahanan berkenaan ‘ATM sasar nisbah kekuatan 1:1 bagi angkatan tetap dan Angkatan Simpanan Persekutuan (ASP) ketika sesi Dewan Rakyat pada 18 Jul 19, berikut dimaklumkan salah satu mekanisma yang telah sedia ada dilaksanakan di dalam Tentera Darat Malaysia (TDM) bagi merealisasikan hasrat tersebut. Mekanisma berkenaan adalah Jawatankuasa Pendukung Askar Wataniah (JAKPAW).
2. JAKPAW merupakan suatu jawatankuasa di peringkat negeri yang ditubuhkan di setiap negeri untuk menggalakkan rakyat menyertai ASP. Tujuan organisasi jawatankuasa ini ditubuhkan adalah untuk merancang semua jenis bantuan kepada ASP seperti kem gunasama, mempromosikan AW di kalangan masyarakat dan menggalakkan penyertaan orang awam menyertai ASP menerusi komitmen majikan. Piagam Jawatankuasa Pendukung Angkatan Sukarela Persekutuan telah ditetapkan menerusi Perintah Majlis Angkatan Tentera (PMAT) Bilangan 1 Tahun 1996.
3. Penaung JAKPAW di setiap negeri adalah Menteri Besar/Ketua Menteri. Penaung JAKPAW dilantik oleh Menteri Pertahanan (MENHAN) menerusi kelulusan Majlis Angkatan Tentera (MAT) dengan diperuntukkan pangkat Brig Jen (Kehormat). Selain daripada itu, perjawatan Pengerusi JAKPAW dikhususkan kepada Setiausaha Kerajaan (SUK) Negeri. Perlantikan Pengerusi JAKPAW dibuat oleh Menteri Besar/ KetuaMenteri/Menteri Wilayah Persekutuan dengan diperuntukkan pangkat Kol (Kehormat). Kesemua perjawatan tauliah kehormat ini perlu mendapat kelulusan MAT dan perkenan Yang Dipertuan Agong terlebih dahulu sepertimana yang termaktub dalam Seksyen 198, Akta Angkatan Tentera 1972. Perjawatan tauliah kehormat boleh ditamatkan sekiranya penyandangnya melakukan kelakuan yang boleh mencemarkan nama baik Angkatan Tentera Malaysia atau tidak lagi menyandang jawatan mereka.
4. Penglibatan Menteri Besar atau Ketua Menteri di dalam JAKPAW adalah wajar kerana beliau adalah Ketua Eksekutif bagi negeri berkenaan sepertimana yang diamalkan dalam sistem Demokrasi Berparlimen dan Raja Berperlembagaan’ (berasaskan sistem Parlimen Westminster) dan turut mempengerusikan Jawatankuasa Keselamatan Negeri. Mereka adalah ahli politik yang dipilih melalui pilihanraya oleh rakyat untuk menduduki Parlimen (Persekutuan) dan Dewan Undangan Negeri (DUN) yang membentuk kerajaan dan mengetuai exco kerajaan negeri. Ia merupakan mekanisma terbaik sebagai galakan kepada rakyat untuk menyertai ASP melalui prinsip ‘Lead By Example’. TAMAT
